Is This Old Electrical Plug Safe

Hi there, this is @fixed1t I keep receiving very old items from eBay that look like this and lead me to believe they have been in use like this for decades. But is this safe? How to ensure electrical safety to reduce the risk of fire from power plugs when you receive and items secondhand, second user, or preloved. Malcolm aka  @fixed1t ​
